you are charged by whatever network you choose, you get a sim card from the network you choose you can go pre paid broadband plan or bill pay broadband plan, (or the more expensive way of paying for your exact usage on a standard tarif but this would be fine to try out the networks in your area at peak times to see which is the best service)
you can usually use a phone sim to try a network for example your brother has a o2 sim you have a three sim try them both see which service is better at peak in your area
you should be able to get a 10 GB plan from three or o2 on bill pay for 19.99 a month for example vodafone is a little more i think and meteor is only building a network it is not yet available i think
